Presidential spokesperson Edwin Lacierda in a Palace press briefing announced that Aquino has doubled the reward for information leading to the apprehension of retired Brig. Gen. Jovito Palparan Jr., wanted for the disappearances of two activists, to P2 million from P1 million. The Metro Manila Development Authority (MMDA) will have until Wednesday next week to explain why some pumping stations ran out of fuel while heavy rains caused flooding in the National Capital Region. Legarda also said that she expects the MMDA to propose a solution to the problem in its explanation
